We discussed the appointment of Attorney
General, Hong Kong.
The late Governor and less strongly, the

present Governor in favour of the appointment of
Mr. Alabaster a local K. C. on the ground of his
knowledge of the Colony and of Chinese affairs.
We agreed that such knowledge was not
indispensable for a legal officer.
Personally however I was in favour of the
appointment of Mr. Alabaster
The
(a) Because I thought that knowledge of Chinese affairs and customs, though not indispensable, was certainly
desirable especially in such critical times.
Attorney General no doubt would be called in to assist
in the drafting of such an instrument as the Chinese
Customs Agreement in which mixed questions of law and
fact are very prominent. (Personally in the absence
of local knowledge I have never been able to understand
how the restriction and proposed restrictions on
Chinese and British ships trading to various ports
operate).
(b) Because Mr. Alabaster in respect of his services
since 1912 as M.L.C., as acting A.G. on several
ench
occasions ae as reviser of the Co.'s laws,
deserves some recognition, and will be wochet
experience for the purmanent paintiff 6. (c) Because I am not satisfied that Mr. Prior, who seems
the only outside candidate who is actually available,
is of outstanding ability such as to reconcile local
feeling to passing over the strong local candidate.
